DVIDS – News – U.S. Coast Guard and partner nations share best practices during Phoenix Express 2021

BIZERTE, Tunisia – The US Coast Guard organized an expert exchange on the topics of restraint systems, tactical approach and contact with detainees for the port portion of Exercise Phoenix Express 2021 in Bizerte, in Tunisia on May 18, 2021.

Members of the United States Coast Guard Tactical Law Enforcement Team South presented law enforcement techniques to regional partner countries to promote maritime safety and security in the Mediterranean Sea. They began this component of the exercise by exchanging best practices with members of the Royal Moroccan Navy.

“Today we reviewed the treatment of detainees with our Moroccan partners in order to share best practices in applying handcuffs and using defensive techniques – anything that would help them in the performance of their duties,” said said Marine Enforcement Specialist Petty Officer Second Class Jeff Barker. “We also learned some of the best practices of the Moroccan armed forces and the defense techniques they use when dealing with detainees. We were able to merge our defensive tactics with theirs and learn from each other.

This session highlights common challenges in the region. The fight against illegal activities such as illicit trafficking (humans, weapons, drugs), piracy and maritime crime, as well as illegal, unlimited and unreported fishing in the Mediterranean Sea are the main objectives of the multinational maritime exercise. .

The exercise provides an opportunity to work side-by-side with partners, such as Morocco, to better synchronize and rehearse for possible real-world scenarios. Maritime security is essential to the overall stability of the African continent, where 38 of its 54 countries are coastal nations. About 90 percent of all trade passes through the world’s oceans, and nearly a third of all trade passes through the Mediterranean Sea.

“One of the important factors in this exercise is to continue to build relationships with our partner countries,” said Barker. “Being at sea you never know who you will meet. We can be in theater or on patrol and find ourselves working with our international partners. Having a basic knowledge of each other’s best practices will strengthen interoperability. “

Exercise Phoenix Express is one of three regional maritime exercises conducted by the United States Naval Forces in Africa (NAVAF) as part of a comprehensive strategy to provide opportunities for collaboration between African forces and international partners to respond maritime safety issues.

Eleven countries are participating in Exercise Phoenix Express 2021, including Algeria, Egypt, Greece, Italy, Libya, Malta, Mauritania, Morocco, Spain, Tunisia and the United States.

The U.S. Navy and Coast Guard remain operational despite COVID-19, in accordance with coronavirus precautions and safety regulations.

The Sixth Fleet of U.S. Naval Forces Europe-Africa / U.S., Headquartered in Naples, Italy, conducts the full spectrum of joint and naval operations, often in concert with allied and interagency partners to advance interests US nationals, security and stability in Europe and Africa.
